The directive was issued during a meeting with Prime Minister Mostafa Madbouly, presidential health adviser Mohamed Awad Tag El-Din, and senior officials, according to a presidency statement.
El-Sisi stated that the plan includes establishing an integrated industrial and service complex to provide prosthetics and assistive devices for people with mobility impairments. He said the facility should cover the full chain of services, from manufacturing to fitting and follow-up care.
He also raised the possibility of developing the complex into a regional centre of excellence serving patients from across the Middle East and Africa, citing Egypt’s existing capabilities in the sector.
During the meeting, El-Sisi reviewed progress on the prosthetics localization project, which aims to produce high-quality artificial limbs using locally trained specialists. Officials briefed him on efforts by multiple state bodies to set up the complex in cooperation with international experts and in line with current medical and technological standards.
The president stressed the need to tighten oversight of procurement and contracting procedures with prosthetics manufacturers to ensure compliance with technical specifications and quality benchmarks. He said contracts should be governed by clear regulations, include regular performance evaluations, and guarantee that devices meet the specific needs of users.
The presidency said the meeting reaffirmed the state’s commitment to improving access to prosthetics and assistive devices as part of broader efforts to support the independence and social inclusion of people with disabilities, in line with the Sustainable Development Goals (SDGs) and Egypt's Vision 2030.
Officials also said the first phase of the project, establishing seven centres for assembly and alignment, is already underway. The phase is being implemented in coordination with the Ministries of Social Solidarity and Planning, the Egyptian Unified Procurement Authority, and Germany’s OttoBock.
